According to Decree 462 of 2020, issued by the Government of Colombia, it is prohibited the export and re-export of the following products due to the sanitary emergency caused by the coronavirus COVID-19:

• 3401199000: Soap
• 3808941900: Disinfectants on display for retail sale
• 3926200000: Plastic gloves
• 3926907000: Special plastic protection masks
• 4803009000: Make-up wipes wet wipes
• 4818100000: Toilet Paper
• 4818200000: Handkerchiefs make-up removers and towels
• 6307903000: Protective face masks in textile material
• 4015110000: Rubber surgery gloves
• 4015191000: Rubber anti-radiation gloves
• 4015199000: Other rubber gloves
• 4015901000: Anti-radiation rubber clothing accessories
• 4015909000: Other rubber clothing accessories
• 9018110000: Electrocardiograph medical equipment
• 9018190000: Electrodiagnostic devices
• 9018901000: Electromedical instruments and apparatus
• 9019200010: Respiratory therapy devices oxygen concentrators
• 9019200090: Other respiratory resuscitation devices
• 9020000000: Other medical breathing apparatus
• 9022140000: X-ray equipment for medical surgical use
• 9022900000: Parts of x-ray equipment for medical use
• 9402909000: Furniture for medicine or surgery

Likewise, Resolution No. 445 of March 27, 2020, issued by the Ministry of Commerce, Industry, and Tourism establishes that the prohibition on exports of the products indicated above will not apply to:

1. Trade operations that are carried out under Special Import-Export Systems.
2. Goods that, at the time of the entry into force of Decree 462 of March 22, 2020, had entered the port, airport, or authorized warehouse, destined for export.
3. Goods that, at the time of the entry into force of Decree 462 of March 22, 2020, were being transported destined for export.
4. Operations corresponding to consolidated legal situations (for example, executed contracts before the issuance of this regulation), which derive from a previous negotiation that had been held before to the entry into force of Decree 462 of March 22, 2020.
